WHAT IS THE THEORY TEST ?

The Theory Test is a multiple-choice exam where you have to answer driving-related questions on a touch-screen computer. Everything you need to know for this test is covered in the Highway Code and the Theory Test CD, which are available either from the Transport Malta Offices or from the Theory Test Center in Guardamangia. The Highway code is also available online. There are more details about the Test here. One must be 18 years of age to sit for this test.

WHAT IS THE PRACTICAL TEST?

The Practical Test is where your driving skills are tested. You will drive the car you have been practicing on with your instructor but this time the examiner will get into the car with you. The test takes around 45 minutes during which you will display your driving and behavior skills. You can read a step-by-step guide of what exactly goes on in this Test

OBTAINING THE DRIVING LICENCE

Well done on passing your Theory and Practical Driving Tests! The Transport Authority will now issue you with a Probationary Driving Licence for three years, following which you’ll get your full Driving Licence.  During the Probationary period of three years, a number of traffic infringements will carry penalty points, and if you reach 12 points, your licence will be withdrawn and you will have to start the process from the beginning. This is in the interest of road safety.


The Driving Licence consists of two documents: a card with your photo and an accompanying driving license document. These can be obtained from the Land Transport Directorate in Floriana.

The Penalty Point System 

The Motor Vehicles (Driving Licenses) Regulations provide that new drivers who pass their driving tests shall be granted a probationary driving licence valid for 3 calendar years, subject to a penalty point system.


For each contravention listed in the Sixth Schedule of the Regulations, penalty points shall be imposed by the Court of Magistrates or by the Commissioners for Justice, and recorded on the driver’s counterpart probationary driving licence. In such cases you shall be informed by the Authority and within 10 days you are to submit your driving licence counterpart for updating.  A fresh counterpart shall then be issued free of charge.

A full driving licence for ten years is issued, upon renewal, if no penalty points are recorded or if the penalty points imposed were less than 12. 

A probationary driving licence is revoked if, during the three-year probationary period, you accumulate 12 twelve penalty points or more. In such cases you shall be informed by the Authority and within 10 days you are to submit your driving licence counterpart and photocard.  A fresh counterpart shall then be issued free of charge.  Once revoked you may only apply for a new probationary driving licence after the expiration of three months from such revocation by starting the whole process of obtaining a licence afresh.



Driving Licences are renewable every 10 years for those under 70 years of age, or 5 years for those over 70 years. Instructions and further information on how to renew the driving licence is found here.

CAR ACCIDENTS

If you've had a car accident, stop driving.


If it is a front to rear collision ‘bumper to bumper’, fill in the relevant form at the scene of the accident. The forms are available from your insurer or insurance intermediary.


If there are casualties, call an ambulance. If there are injured people, if government property is involved or if the accident is not front to rear, call the police. Do not admit fault with anyone other than the police.


Exchange vital information – name, address, phone and licence numbers. Record the details of the accident while they are still fresh in your mind. 



WHAT TO DO IF YOUR CAR IS STOLEN OR THERE IS A HIT AND RUN

Found damages on your car?

Look around your location to check if other cars have been hit or if there might be someone who saw the accident happening. If there are other cars that seem to have been damaged or if someone saw something, make sure to take all the information possible and a contact number, just in case you or the Police may need to contact them after. Also, take note of the street name and locality where the accident happened. Remember that every piece of information may be useful for the police to identify the culprit.

 
It is also ideal if you can take photos of the car exactly as you found it and the surrounding area.
 
After noting all the possible details, go straight to a Police Station (take your ID Card or Driver's Licence with you). If you know who might have done the damages, do not attempt to confront them. The person responsible has committed an offence and it is the police who will take the necessary actions.
 
When you arrive at a Police Station, the officer will take all the necessary details of your vehicle, where the accident happened, the damage sustained to your vehicle and any other relevant information. A police report will then be filed and the police will investigate. From your end, depending on how you’re insured you may want to claim at your insurer. 

Your car has been stolen? What should you do
 
Try not to panic… Make sure that you haven't parked your car somewhere else. Sometimes your car may be parked just a few streets away. If you’re sure that your car was parked in the location you’re at, ensure that you weren’t parked in a tow zone area. If you think that your car has been towed, call the local Police Station and they will advise you if your car has been towed.
 
If your car hasn't been towed either, then your car has probably been stolen.
 
Look around you to see if there might be someone who saw something. If yes, make sure to take all the information possible and a contact number, just in case you or the Police may need to contact them after. Also, take note of the street name and locality where the car was stolen. Remember that every piece of information may be useful for the police to identify the culprit.

HEALTH AND SAFETY

If you have any condition that may affect your ability to drive safely, you are bound by law to tell the Driver and Vehicle Licencing Agency (DVLA). If you have a car accident and it is found that your health condition was a contributing factor, you may be prosecuted and your insurance may not be able to cover you.



CYCLING IN MALTA

The Maltese Authorities have invested heavily to make cycling in Malta safer. There are a number of cycle lanes on popular routes though secondary streets with relatively low traffic, though major roads may still need to be used. Traffic is on the left and there are a number of ‘bicycle-shaped’ parking stands throughout Malta.

HOW DO I RENEW MY DRIVING LICENCE 

You can renew your Driving Licence by either mailing your Renewal form in the provided self-addressed envelope to the Driver and Vehicle Licensing Unit in Floriana or 
online.

HOW DO I GET AN INTERNATIONAL DRIVING LICENSE ? 

If you hold a driving license issued in Malta or in any EU member state, you may drive in all EU countries, provided that your license is valid and that you only drive the category of vehicles that you are entitled to.
However, if you wish to drive in a non-EU country, that is party to the Geneva Convention on Road Traffic, it is advisable that you obtain an International Driving Permit. This permit is issued for one (1) year from date of issue, on the presentation of a valid license issued either in Malta or in an EU member state.
 
You may submit your request online here or produce a completed application to the Land Transport Directorate in Floriana, with the following:

   your identity card 
   two passport-sized photographs 
   a medical certificate
 



HOW DO I UPDATE MY DRIVING LICENCE?

A client can update the details on his Driving licence anytime during the period of its’ validity.  This usually happens when clients move residence or change surnames upon marriage – this is line with the details featured in their Identity Card.


Licences are also updated when a client successfully passes an additional category, upon presenting the passed test certificate at the Land Transport Directorate, the old licence is retained by the Authority and a fresh one is processed and mailed to them home.



HOW DO I GET A DRIVING LICENCE FOR THE ELDERLY?


The process for the attainment of a Driving Licence for the Elderly is the same for everyone with the difference that when a client reaches 70 years of age, a Medical Certificate for physical fitness shall also be required and every five years thereafter – same applies upon renewal. 



I’VE LOST MY DRIVING LICENCE. WHAT SHOULD I DO?


If you’ve lost your Driving Licence you need to go to the Driver and Vehicle Licensing Unit in Floriana. There you declare that you have lost your Licence and will need to pay a fee of 
€25.65.


MY DRIVING LICENCE HAS BEEN SUSPENDED / DISQUALIFIED.  WHAT NOW?


If your Driving licence has been suspended/disqualified this would mean that a Court order has been issued to suspend or disqualify you from driving.  This is usually set for specific periods which vary from one person to another.  In all cases, upon Court order, you shall need to return his driving licence counterpart and card to the Authority.


You can collect same licence after the disqualification period (unless it’s for life) upon presentation of the Court sentence.



MY DRIVING LICENCE HAS BEEN REVOKED.  WHAT NOW?


If your Driving licence has been revoked this would mean that during your probationary period you had a number of applicable fines which led to you incurring an excess of 12 or more penalty points.  In this case, your licence and counterpart shall need to be returned to the Authority, a fresh updated counterpart will be issued featuring all points incurred, this against a fee of €6. 


After three (3) months you may be able to start the whole process afresh to obtain your driving licence.



I AM NO LONGER INTERESTED IN KEEPING MY DRIVING LICENCE, WHAT DO I NEED TO DO?

If you are no longer interested in driving you may return your driving licence counterpart and card to the Land Transport Directorate together with a letter stating that you’re no longer interested.  The Authority shall take note of this and you shall no longer receive further communication in relation to this licence.
